I didn't include this but the ordering was based on the order in which there made most sense if included within the Constitution itself. Because of the existing structure, Madison, intending on them being included in the Constitution itself rather than at the end, ordered them where they fit best with existing provisions of the Constitution. That's where we get the order from.
