The intent of the framers was not specifically to protect political speech. True, that was a focus, but there is no evidence that it was limited to political speech. See, for example, the Letter to the inhabitants of Quebec from the 1770s. At any rate, I'm sure drag performers would say that their expression is necessarily political.
